The Prioritisation Panel comprises representatives from stakeholder organisations. These include The Council for the Independent Scrutiny of Heathrow Airport (CISHA), Heathrow Strategic Planning Group (HSPG), Heathrow Association for the Control of Aircraft Noise (HACAN), and Heathrow AOC (Airline Operators Committee).

The remit of the Panel is to make recommendations to Heathrow on the allocation of priorities to the order in which premises will be treated under the schemes each year, and to drive outcomes in escalated special cases or disputes. The Panel forms part of Heathrow’s delivery model for the noise insulation schemes. It is established to have transparency of governance, accountability, membership and practices while protecting confidentiality.
