As part of our proposal to expand Heathrow, we outlined the need to buy a number of residential properties required for the construction of the third runway and associated infrastructure. This area is known as the Compulsory Purchase Zone (CPZ).
Details of the residential properties anticipated to be affected were set out as part of our 2019 Expansion Consultation document on page 97. The full extent of the land we will need has not yet been fixed and will depend on the final design of the project, which will be submitted as part of our DCO application.
Eligible property owners will be entitled to the enhanced compensation package as set out in the Airports National Policy Statement (ANPS), which includes a commitment to pay unaffected market value (excluding development value), plus an additional 25% home loss payment. The compensation package would also help cover other costs such as stamp duty and reasonable legal fees and moving expenses.
This is an agreement between Heathrow and an eligible residential property owner which sets out the terms on which Heathrow would buy the property at an agreed price and within an agreed timescale. If Heathrow launches a Home Purchase Bond Scheme, we would also introduce a support service at the same time to provide guidance and support online, and access to a dedicated team.
We wrote to the Civil Aviation Authority (CAA) in August 2025, to request an uplift in capital spend to support preparations for the potential expansion of Heathrow. We expressed our intention to explore options for the launch of a property bond scheme and home relocation support service in 2026.
We expect an update from the CAA towards the end of the year, and we will continue to engage with those in the local community and will update these FAQs accordingly.
Heathrow is committed to supporting those who rent properties that may be required as part of our future plans. Eligible renters may qualify for compensation. As our plans progress, we will share further details on compensation available to renters, along with information on the wider support we will offer.
