Quieter Homes Initiative

The Quieter Homes scheme provided practical support to those homeowners most affected by aircraft noise at Heathrow. Instead of a one-size-fits-all approach, we independently assess each home to determine what noise insulation measures will be most effective, and pay the full cost of carrying out the work.We piloted the scheme in 2013 and 2014 and are currently assessing its merits.

Who the scheme is for

The Quieter Homes scheme covered approximately 1,200 homes located close to Heathrow who experience the highest level of aircraft noise. We wrote to all eligible homeowners to inform them of the scheme and invited them to register their interest. About a quarter of the people we contacted have registered and are proceeding with noise insulation work.

How the scheme works

After registering your interest, we arranged a free, independent noise assessment survey at your home to carry out acoustic tests to measure noise disturbance. The assessor then determines what needs to be done to insulate your particular home. This is captured in an individual statement of needs. This may include loft and ceiling insulation, double-glazing or window and external door replacements. Building work is then arranged. Residents eligible for this scheme pay nothing for any recommended soundproofing home improvements.

Current status

We had a large and positive response to the Quieter Homes initiative, which has exceeded our expectations. We are currently organising how to complete the works we have in the system and at this time we are not accepting any further registrations of interest.

Assessing the merits of this pilot programme, our initial conclusions are that this tailored approach is the best way to help residents most affected by noise. Our view is that our future noise insulation schemes should be developed along the lines of this Quieter Homes Initiative.
